from a landlocked country to a cyberlocked one

Landlocked countries like Tajikistan are considering ICT as a tool of development. But there is a threat to become a cyberlocked country. Characteristics increase this threat are:
domination of proprietary software usage in the country;
lack of local community of software developers;
monopoly of a certain networking equipment producer.

FOSS has capacity to address this challenge.

I like the way you described the situation and I am agree that FOSS is one of the way to solve the problem. But the other problem is the lack of information about FOSS!
